چکیده مقاله به فارسی :
سال¬هاست که ارزیابی وضعیت موجود و اندیشه وضعیت مطلوب سنجش و پذیرش دانشجو و ارائه راهکاری مناسب جهت بهینهسازی فرایند آن مورد توجه سیاستگذاران و اندیشمندان قرار گرفته است. بدین¬ترتیب پژوهش حاضر با هدف ارائه راهبردهای مطلوب سنجش و پذیرش دانشجو از منظر اسناد بالادستی با تاکید بر سیاستهای کلی نظام و منویات مقام معظم رهبری انجام شده است. پژوهش حاضر از نظر هدف کاربردی و بر مبنای رویکرد پژوهش کیفی – و از منظر روش¬ و جمع¬آوری داده¬ها و اطلاعات توصیفی – تحیلی است. منابع گردآوری اطلاعات، منابع کتابخانه¬ای شامل تمامی متون علمی معتبر و مرتبط با سنجش و پذیرش دانشجو در سیاست¬های کلی نظام جمهوری اسلامی ایران و منویات مقام معظم رهبری (از دهه 70 الی 1400) بوده است. که به روش نمونه¬گیری هدفمند و سرشماری کامل انجام شده است و با استفاده از روش تحلیل محتوای کیفی – قیاسی مورد تحلیل قرار گرفته¬اند. نتایج تحلیل یافتهها حاکی از آن است حل مسئله کنکور بهعنوان یک پدیده اجتماعی پیچیده و چندبعدی و کارآمدی آن در گرو عوامل متعددی بدین شرح است: ماموریت¬گرایی در نظام سنجش و پذیرش دانشجو، طراحی و استقرار نظام جامع هدایت تحصیلی، طراحی و استقرار نظام جامع سنجش و پذیرش، ایجاد یک نظام جامع اطلاعات بازارکار، جدی گرفتن آموزشهای فنی و حرفه¬ای و مهارتی، توجه به اشتغال دانشآموختگان، توجه به علوم پایه (محض) و تحقیقات بنیادی، توجه به علوم انسانی، عدالت محوری. لذا پیشنهاد میشود سیاستگذاران و برنامهریزان امر با عنایت به راهبردهای فوق، زمینه را برای ایجاد نظام سنجش و پذیرش مطلوب و بهینه فراهم نمایند.

One of the important topics in the country's upstream documents and influential in policies and planning in other fields is student assessment and acceptance. In such a way that the evaluation of the current situation and the idea of the desired situation and providing a suitable solution to optimize its process have been given the attention of policymakers and scientist. Thus, the current research has been done with the aim of providing the best strategies for evaluating and accepting students from the perspective of upstream documents, emphasizing the general policies of the system and the Supreme Leader's menus. The current research is exploratory in terms of practical purpose and based on qualitative research approach - and in terms of method and data collection and descriptive information. The sources of information collection, library sources included all the texts related to the assessment and acceptance of students in the general policies of the Islamic Republic of Iran and the menus of the Supreme Leader (from the 1370 to the 1400). Complete done. which has been analyzed using qualitative-comparative content analysis method. The results of the analysis of the findings indicate that the solution to the entrance examination problem as a complex and multidimensional social phenomenon depends on several factors as follows: mission orientation in the student assessment and admission system, design and establishment of a comprehensive educational guidance system, design and establishment of a comprehensive system assessment and acceptance, creating a comprehensive market information system, taking technical, professional and skill training seriously, paying attention to the employment of graduates, paying attention to basic sciences and fundamental research, paying attention to humanities, justice-oriented. Therefore, it is suggested that the policy makers and planners, taking into account the above strategies, provide the basis for creating a favorable and optimal assessment and acceptance system.
